As we continue our advocacy work at the state level, we are also turning our attention to an important federal issue that directly impacts the strength and stability of our workforce.
The Recognizing the Role of Direct Support Professionals Act (H.R. 6137 / S. 3211) has been reintroduced in Congress. This bipartisan legislation would establish a Standard Occupational Classification (SOC) specifically for Direct Support Professionals (DSPs).
DSPs are the backbone of the home and community-based services system. They provide the daily, hands-on support that enables people with intellectual and developmental disabilities to live independently, work in their communities, and remain connected to family and friends. Yet despite the essential nature of their work, DSPs are not currently recognized under a distinct federal occupational classification.
Without a dedicated SOC, it is difficult to collect accurate workforce data — including information about wages, turnover, and vacancies — making it harder to develop informed policies that address the ongoing workforce crisis.
