This morning, both the New York State Senate and Assembly introduced their respective one-house budgets, which outline their positions on key issues ahead of the final budget negotiations with the Governor. While these proposals don’t carry legal weight, they offer crucial insight into the priorities of each legislative house.

One of the most notable developments is the proposed increase to the Governor’s original 2.1% OPWDD rate increase. Both the Senate and Assembly have proposed raising this to 7.8% — the full increase requested by DDAWNY. While this is a positive step, the Assembly’s proposal calls for no restrictions on the increase, while the Senate’s proposal includes a 4% targeted wage increase for support staff, direct care staff, clinical staff, and non-executive administrative staff, with the remainder of the increase unrestricted.

However, it’s important to note that these are just proposals. The final outcome remains uncertain as the Legislature works through negotiations, and there is no guarantee that the 7.8% increase will be implemented.
